U.S. International Trade Commission Makes Double Anti Industrial Injury Preliminary Determination on Aluminum Lithographic Printing Plates
On November 9, 2023, the U.S. International Trade Commission (ITC) voted to issue a preliminary finding of industrial injury in anti-dumping and countervailing investigations against imports of aluminum lithographic printing plates from China, and a preliminary finding of antidumping industrial injury against imports of aluminum lithographic printing plates from Japan, finding that the claimed subsidies and dumping caused substantial injury to the U.S. domestic industry. It was ruled that the products in question, which were claimed to be subject to subsidization and dumping, had caused substantial injury to the U.S. domestic industry. Based on the affirmative determination of the USITC, the US Department of Commerce is expected to issue a preliminary countervailing ruling by December 22, 2023, and a preliminary antidumping ruling by March 6, 2024, respectively. This case involves products under U.S. Customs Code 3701.30.0000.
On October 19, 2023, the U.S. Department of Commerce initiated antidumping and countervailing investigations of imports of aluminum lithographic plates from China and antidumping investigations of imports of aluminum lithographic plates from Japan.
